PASOK still divided over leadership

Cadres of crisis-wracked PASOK are to meet Saturday for a critical convention of the party’s national council after current leader and former Prime Minister George Papandreou announced Friday that he would step down as party leader before general elections -- which are not expected to take place in April -- but only once tough negotiations on a Greece debt swap (PSI) have been concluded. According to sources, Papandreou’s proposal has already been rejected by Finance Minister Evangelos Venizelos, who is playing a key role in negotiations on a crucial debt write-down that had been slated for conclusion next week but stalled Friday. Supporters of Venizelos, who is seen as a key contender in a leadership contest, are expected to exert pressure on Papandreou Saturday for a swifter withdrawal. Venizelos’s group -- one of three factions in the dissent-ridden party -- comprises many stalwart PASOK cadres that supported Venizelos in his unsuccessful leadership challenge to Papandreou in 2007. The group includes Administrative Reform Minister Dimitris Reppas, Agricultural Development Minister Costas Skandalidis, Justice Minister Miltiadis Papaioannou as well as former ministers Vasso Papandreou and Fofi Gennimata. The second faction is supportive of Papandreou and includes several prominent ministers belonging to the so-called PASOK “reformists,” such as Education Minister Anna Diamantopoulou, Alternate Defense Minister Yiannis Ragousis and Health Minister Andreas Loverdos as well as PASOK stalwarts including Parliament Speaker Filippos Petsalnikos and former minister Haris Kastanidis. A third, much smaller, group is led by left-leaning party veteran Giorgos Panagiotakopoulos, who clashed vehemently with Papandreou in the previous Socialist government over that administration’s austerity drive.

Homeless to get legal, practical help

Faced with a burgeoning number of homeless people, the Greek government is working on legal as well as practical measures in a bid to contain the social fallout from the vicious financial crisis. One of the first steps is drawing up a legal definition for the homeless. Greece is one of the few European countries without a legal framework in this matter, something that the Health Ministry is currently trying to change. Speaking to Kathimerini on Friday, deputy Health Minister Markos Bolaris said a ministry commission is busy drawing up a legal amendment that will set the parameters for state aid for persons living in the streets. The amendment is to be included in a bill to be submitted to Parliament by the end of the month. The Klimaka charity group estimates that the number of homeless in Greece has jumped by 20-25 percent in the past two years to up to 20,000. These are remarkable figures for a nation where traditionally strong family ties have acted as bulwark against such phenomena. Experts point out that the profile of Greece’s homeless is changing, affecting previously immune people with a high education level who have abruptly found themselves without jobs or accommodation. Bolaris said the ministry will cooperate with local municipalities to provide the needy with temporary accommodation in hotels and hostels facing financial difficulties. A voucher distribution program will provide homeless persons with coupons that can be redeemed to pay for a specific amount of time in such accommodation. “This will give them hope and a more solid foundation to help them fight for their life. It’s a lot easier for them to look for a job, to fight for a better life if they have access to the basics: sleep, cleanliness and food,” Bolaris told Kathimerini. The government hopes to use European Union funds to finance the program. In related news, a 62-year-old homeless man was found dead on a bench on the island of Crete on Sunday. It was the fourth such incident to be reported in a month.

Italy and Greece

talian Prime Minister Mario Monti’s comments in an interview published before he met with Chancellor Angela Merkel in Berlin went to the heart of his country’s problem. Austerity alone, he said, is no solution to the debt problem, and if Germany and European institutions don’t support Italy and help lower borrowing costs, “a protest against Europe will develop in Italy, also against Germany, which is viewed as the ringleader of EU intolerance, and against the European Central Bank.” His stance was hailed by many Greeks, who saw in it the opposite of what they see in their own politicians -- a lack of negotiation.

Once again, we exploit whatever supports our arguments while ignoring whatever works against them. In the case of Monti and his Greek counterparts, it is useful to look at similarities and differences. Monti has many advantages over Lucas Papademos, even though, like the Greek PM, he is not a politician and was called on at the last moment to apply an unpleasant austerity program. In this way, neither man has to fear the political cost of his policies; but whereas Papademos has to keep negotiating the length of his government’s tenure with the parties that half-heartedly support it, Monti knows that he has about two years in which to make the Italian economy more viable. The Italian prime minister has moved fast in introducing reforms, whereas Papademos’s predecessor, George Papandreou, was elected on a program that opposed austerity and he had a hard time acknowledging the need to change it.

Furthermore, Monti is able to make demands of Merkel and not the other way around: He’s the leader of a major country, like hers, and Italy doesn’t owe Germany. In fact, in a way, Germany has benefited from the crisis. Whereas Italy’s borrowing costs reached the same level that had forced Greece, Ireland and Portugal to ask for help from their eurozone partners and the IMF, Italy carried on borrowing. At the same time, Germany’s rate fell so low that people are paying it to hold German debt! In this way, Italy, Greece and other countries are subsidizing the German economy. (Let’s not forget, Greece is paying close to 5 percent interest on its partners’ loans.)

In short, the Italian prime minister took reform measures quickly, he was not forced to call for a bailout of his country, and today he can draw “red lines” and demand respect for Italians’ sacrifices. Greece’s leaders may have wanted the same, but their fear in the face of populism and their lack of confidence in their reforms resulted in delays, backtracking and in everything that threatens the sacrifices of the Greeks and the support of their partners.

افغان طالبان نے واضح کیا ہے کہ امریکا سے امن مذاکرات کا یہ مطلب نہیں کہ انہوں نے حامد کرزئی کی حکومت کو تسلیم کر لیا ہے ۔ طالبان کی جانب سے یہ وضاحت اس وقت سامنے آئی ہے جب قطر میں طالبان نے اپنا دفتر قائم کرلیا ہے اور امریکا کے ساتھ طالبان کے امن کے لیے مذاکرات جاری ہیں تاکہ افغانستان میں صورتحال بہتر ہو سکے ۔

طالبان نے اپنے بیان میں کہا ہے کہ وہ افغانستان سے غیر ملکی افواج کے انخلا اور سیاسی استحکام کے لیے مذاکرات کر رہے ہیں لیکن اس کا قطعا یہ مطلب نہیں کہ حامد کرزئی کی حکومت اور ان کے بنائے آئین کو تسلیم کر لیا ہے ۔ طالبان کے مطابق غیر ملکی افواج کے انخلا تک مسلح جدوجہد جاری رہےگی ۔

اٹارنی جنرل نے دلائل دیتے ہوئے کہا کہ 29 اکتوبرکوایوان صدرنے میمو کی تردید کردی تھی ۔ میمومیں اشاروں اورکنایوں کے علاوہ اورکچھ بھی نہیں ۔ معاملہ پارلیمانی کمیٹی کے پاس زیرالتواہے ۔ عدالت کواس معاملے کی سماعت سے گریزکرنا چاہیے ۔ چیف جسٹس نے کہا کہ وفاقی حکومت کے مطابق میمو محض کاغذ کا ایک ٹکڑا ہے تو پھر اس کاغذ کے ٹکڑے کےلیے ایوان صدرمیں اجلاس بلانے کی ضرورت کیوں پڑی اور تحقیقات پارلیمانی کمیٹی کو کیوں سونپی گئی ۔ انہوں نے کہا کہ منصوراعجاز نے بلیک بیری ریکارڈ کی 31 تصاویربھیجی ہیں ۔ وہ بیان دینے کےلیے عدالت آنے کوبھی تیارہیں ۔ چیف جسٹس نے کہا کہ ہم زندہ قوم ہیں ۔ ایسی چیزیں برداشت نہیں کرسکتے ۔ فیصلہ عدالت میں ہوتا ہے، پارلیمانی کمیٹی میں نہیں ۔ انہوں نے کہا کہ بے نظیربھٹوکی آج چوتھی برسی ہے ۔ اس کی کیا تحقیقات ہوئی ہے ۔ عدالتوں پرکوئی قدغن نہیں کہ ایسے مقدمات کونہ سنیں ۔ ہم نے توصدرسے بھی جواب مانگا تھا شاید انہوں نے جواب نہ دینا مناسب سمجھا ،حسین حقانی کی وکیل عاصمہ جہانگیر نے دلائل دیتے ہوئے کہا کسی معاملے پرتحقیق کا مطالبہ کرنا کسی کا بنیادی حق نہیں ۔ عدالت اختیار سے تجاوز کر رہی ہے ۔ حسین حقانی کیلئے بغاوت اور آرٹیکل چھ کا ذکر کیا گیا ۔ کیس کی درخواستوں میں پاگل پن کی حد تک مفروضے شامل ہیں ۔ انہوں نے کہا کہ ڈی جی آئی ایس آئی منصوراعجازسے ملاقات کرکے آتے ہیں تو ٹاک شوز شروع ہو جاتے ہیں اور آرٹیکلز بھی سامنے آجاتے ہیں ۔ اس سے سمجھا جاسکتا ہے کہ آئی ایس آئی کا کیا کردار ہے ۔ آئی ایس آئی کی بات پرجائیں توولی خان اوربی بی بھی غدارہوں گی ۔ ان کا کہنا تھا کہ ایٹمی اثاثوں کی مالک صرف فوج نہیں بلکہ پوری قوم ہے ۔ ان کا کنٹرول صدر اور وزیراعظم کے پاس ہونا چاہیے جبکہ آرمی چیف یا ڈی جی آئی ایس آئی کو بے دخل کرنا وزیراعظم کا اختیارہے ۔ عدالت کو اس میں مداخلت نہیں کرنی چاہئے ۔ جسٹس جواد ایس خواجہ نے کہا کہ ہم جانتے ہیں کہ ہمارا کیا کام ہے اور کرکے دکھائیں گے ۔۔ درخواست گزاراسحاق ڈار کا کہنا تھا کہ پارلیمانی کمیٹی کو میمو پر تحقیق کا مینڈیٹ حکومت نہیں بلکہ پارلیمنٹ ہی دے سکتی ہے ۔ کیس کی سماعت کل تک ملتوی کر دی گئی

مسلم لیگ ن کے قائد میاں نواز شریف نے کہا ہے کہ سابق وزیر اعظم بےنظیر بھٹو کے قاتلوں کو کیفر کردار تک پہنچایا جائے.
پشاور میں ن لیگ کے رہنما سرانجام خان کے گھر میڈیا نمائندوں سے گفتگو میں نواز شریف کا کہنا تھا کہ میں بےنظیر کے قاتلوں کی گرفتاری کی بات پوائنٹ سکورنگ کےلئے نہیں کر رہا.حکومت نے بےنظیر کے قاتلوں کی گرفتاری کےلئے کوئی توجہ نہیں دی. اگر ہماری حکومت آئی تو بےنظیر کے قاتلوں کو بےنقاب کریں گے.میاں نواز شریف کا کہنا تھا کہ پارلیمنٹ کے فیصلے تک نیٹو سپلائی بحال نہیں ہونی چاہیئے.ان کا کہنا تھا کہ حکومت نے عدالتوں کے فیصلوں کا احترام نہیں کیا, میمو گیٹ سکینڈل پر عدالتی فیصلے کے بعد دیکھیں گے کہ اس پر عمل درآمد ہوتا ہے یا کہ نہیں.دوسری جانب مسلم لیگ ن نے اقتدار میں آ کر بینظیر بھٹو کے قاتلوں کو عوام کے سامنے لانے کا اعلان کرتے ہوئے انکی شہادت کے حوالے سے 15 نکاتی سوالنامہ جاری کر دیا۔ ن لیگ کا کہنا ہے کہ صدر اور وزیر داخلہ کو قاتلوں کا علم ہے تو انہیں عوام سے کیوں چھپایا جا رہا ہے۔ بینظیر بھٹو کی چوتھی برسی کے موقع پر مسلم لیگ ن کی طرف سے جاری کئے گئے سوالنامے میں پوچھا گیا ہے کہ بینظیر کی شہادت کے فورا بعد قائم کی گئی تحقیقاتی ٹیم کے نام سامنے نہ لانے، سکیورٹی پر تعینات افراد اور جلسے میں موجود سیاسی رہنماؤں سے تحقیقات کیوں نہیں کی گئیں۔ یہ سوال بھی اٹھایا گیا ہے کہ حکومتی اداروں کی تحقیقات بے نتیجہ کیوں رہیں بینظیر کے ساتھ موجود رہنما حادثے کے فوراً بعد غائب کیوں ہو گئے بینظیر بھٹو نے خط میں جن شخصیات کے نام دیئے ان کو زیر تفتیش کیوں نہیں لایا گیا۔

Mullah Omar no more on FBI wanted list

US investigation agency has removed Mullah Omar’s name from the list of most wanted persons. 

According to Dunya News, the US had set 10 million dollars as head money to provide information about Mullah Omar, but now, his name has been removed from the list of most wanted persons and from FBI’s website.

 According to the sources, the US took this step to pave the way to hold talks with Taliban.

The FI’s most wanted persons lis also includes names of present Al-Qaeda chief Ayman Zawahiri and head of Pakistan Tehreek-e-Taliban chief Hakimullah Mehsood.

'Halfway areas' for addicts in central Athens

Drug addicts in the city center are to be provided with areas where they can gather and receive basic sanitation services in a bid to stamp out the pockets of crime where drugs are dealt and taken that have mushroomed across the downtown Athens area.

The initiative also aims to contribute to a revamp of run-down parts of the capital, including areas near popular tourist attractions such as the National Archaeological Museum.

Local resident groups have for years been lobbying for a crackdown on drug use and drug dealing in the center of Athens, as well as on burgeoning prostitution and petty crime.

Speaking at an event on public health on Thursday, Health Minister Andreas Loverdos and Athens Mayor Giorgos Kaminis confirmed that they had signed a memorandum to set up what are being termed “halfway areas” near key points of the capital that are notorious for attracting the drug trade.

These areas, whose exact character was not made clear, are expected to provide basic support services to addicts, such as showers, meals and clean syringes, but also to gradually draw users off the streets and into organized methadone or rehabilitation programs by providing counseling services.

The program will be run jointly with the Organization Against Drugs (OKANA), which ran a clinic in central Athens before the Health Ministry transferred all methadone programs to state hospitals earlier this year.

“If they want to use drugs then there’s not much we can do about it. But they shouldn’t be allowed to do it in plain sight, and they should be using clean needles, in a protected environment, where we can be close by to make sure they don’t die,” the head of OKANA, Meni Malliori, said.

Loverdos added that some 2,000 drug addicts have joined methadone programs in Attica since they were moved to hospitals, while the waiting time to join a program has gone down to less than five years from more than seven, and is expected to be trimmed down to just 20 days by spring.

Unemployment at record high, seen rising further

nemployment hit a record high this summer despite a rise in tourism, data showed on Thursday, with the International Monetary Fund (IMF) forecasting a further rise in jobless numbers into 2013 as austerity and recession squeeze employers.

 

Unemployment jumped to 17.7 percent in the third quarter from 16.3 percent in the previous three-month period, the Hellenic Statistical Service (Elstat) said – the highest quarterly unemployment rate recorded since the series started in 1998.

 

Construction companies, manufacturers, retailers and wholesalers have been particularly hard hit, shedding nearly 180,000 jobs in the last year alone as tax hikes and spending cuts have weighed on an economy facing a fifth year of recession in 2012.

 

An IMF report this week projected jobless numbers would keep rising over the next two years to peak at 19.5 percent in 2013, versus 7.7 percent in 2008, before the explosion of the debt crisis that spread turmoil across the eurozone.

 

Most expect their economic situation to worsen next year as the government applies more belt-tightening to slash deficits, an opinion poll showed earlier this month.

 

The IMF said on Wednesday that the government needed to step up the pace of reforms and to look at "taboos" that could include laying off more state workers.

 

"Public support for austerity and reforms will be difficult to keep with the economy in a deep recession and unemployment at a record high," said Diego Iscaro, at IHS Global Insight.

 

"Support for more drastic actions – ie a ‘coercive’ default – may go up, but we still believe Greece will remain in the eurozone, although the risks of an exit will increase the longer the economy remains in the doldrums."

 

The rising numbers of shops and businesses firing staff or shutting down makes it harder for the government to collect taxes and plug the budget gap, raising the risk that even further belt-tightening may be necessary.

 

Unemployment will slowly start decreasing from 2014 but will still stand at just over 13 percent in 2020, the IMF said in a report published on Tuesday, raising the prospect of many more years of pain.

 

Elstat has already published monthly unemployment figures through to September. The quarterly data are based on a bigger survey sample and provide detailed data for each sector of the economy.

 

The number of unemployed reached 878,266 in the third quarter – more than 40 percent higher than a year ago.

 

The country's unemployment rate is much higher than the eurozone average of around 10 percent in the three months to September. But it is lower than in Spain, which registered a 21.5 percent unemployment rate in the third quarter.

Faisalabad: Violent protest rallies against gas-shedding

Labourers held protest demonstrations and against gas loadshedding for industrial sector.

As per details, factory owners and workers jointly held protest rallies against gas loadshidding for four days a week.  Protestors also broke official properties and piled stones on passenger coaches at Jhal Chawk. They also observed a sit-in on Sargodha Road in front of toll plaza and blocked the Sargodha Road for three hours.

During protest, the angry mob broke windows of the toll plaza and torched its chairs. Besides, another rally of working class was taken out at Khuryanwala Chowk where thousands of labourers gathered and observed a sit-in. As a result, traffic remained jammed for some time.

Factory owners and workers announced that they would carry on their routine of protest until and unless their demands are met.

Today he posted a generous comment on me on his Twitter account, and I have nothing more to say but this -- I do not care for any comment from any critic, colleague," the 69-year-old posted on his blog.

"I do not care for any opinion from anyone. This below is the the most endearing and lasting endorsement that any actor could receive. I feel today after 42 years in the Industry, that there is a fulfilment of thought and value.

Nothing greater could have been asked for, nor received. I believed in a man who to me represented the ultimate. He was he is and he shall always be, The Dilip Kumar," he further stated.

Dilip Kumar sent an open letter to Amitahb appreciated performances in the movies like "Black" and "Paa".

Dilip Kumar wrote: "With tears of pride in her eyes Saira handed over the print out of your (Big B) eloquent tribute to my work (Dilip Kumar) in your blog. I read it once, then again and again...

Memo is real: COAS

Army Chief said that memo is a reality and it should be reviewed very carefully.

According to sources, Army Chief Ashfaq Pervez Kayani, in his reply said, memo was real and it should be reviewed very carefully. The Army Chief said that the information regarding memo were very sensitive and DG ISI told him about his meeting with Mansoor Ijaz on October 24. It is stated in COAS’s reply that he advised the prime minister to take position that whether information in memo is right or wrong.

The Army Chief  was informed about DG ISI’s meeting with Mansoor Ijaz on October 24 and General Pasha was of the opinion that there was enough evidence to validate the authenticity of the memo. The DG ISI said there was evidence that Ijaz was in touch with Husain Haqqani and that they exchanged text messages and phone calls.


The replies of Army Chief, DG ISI and other respondents have been submitted in Supreme Court. A two-member delegation of Pakistan Army’s Judge Advocate General Branch (JAG) Brach has handed over Army Chief ‘s reply to Attorney General Maulvi Anwarul Haq in his office.

The replies of federation, foreign ministry, interior ministry, defence, cabinet division, DG ISI and Army chief were submitted in Supreme Court through attorney general. The Supreme Court has accepted all the replies without any objection. The office of registrar Supreme Court remained opened after office timing for the submission of replies.
Attorney General has confirmed that President Zardari will not submit reply in memo case due to presidential immunity.
